Custom Tattoo uploaded to gallery as CC

Early into the Business & Hobby expac, I made a handful of custom tattoos in SimsStudio as package files, but was able to share them to the Sims gallery without them being flagged as modded when uploaded directly from CAS. I assumed this was just due to the nature of the new custom tattoo system. I also downloaded a number of tattoos from other simmers that had clearly been made outside of CAS as well, but they were likewise not marked as CC.

However, I tried to upload one today through the "save tattoo" button in CAS as I had before, and it was flagged as modded content.

Did something change, or did I do something different this time around that I'm forgetting?  If the latter, Is there a way to upload tattoos and not have them be marked as modded short of actually drawing them inside CAS?

It's a silly thing but it's making me crazy.  I don't understand why it worked before but isn't now.
