debug won't show up.

My debug will not show up. SOME objects do, but not all of them- none of the debug plants or rocks show up. I've uninstalled, reinstalled, played with mods, without mods, done a folder refresh, started a new game, went back to old games. nothing is working to fix it. sometimes it will work ONCE, and then I'll boot up the game without changing anything else and the issue happens again. 
I really sincerely do not know what is going on. I've tried everything, even uninstalling and reinstalling the EA app. nothing. The ea app doesn't offer me a repair option either. and yes, i am typing the cheats in correctly: testingcheats true (which returns the 'cheats on' dialogue), and then bb.showliveeditobjects, and bb.showhiddenobjects. nothing. i completely followed the DIY Troubleshooting Library by needcoffe4that, and the issue is still happening.
