Don't have a base layering option

I've updated multiple times, even reinstalled, and i dont have the option. i am on pc.

RichSimmer123 Remove any CAS Unlock mods. None are confirmed broken (I've had no available testing time), but they're the typical cause.

i did and it showed up. but now i have no clue which mod is doing this.
