ok so it seems like sims spawn overhaul was actaually the issue... it also used to cause some softlock issues in some lots but I didn't think much of it

@Mxtchell Inability to load a specific world typically means you've got a mod that's blocking it - something like All Worlds Are Residential.

@Mxtchell Thank you! If you have a chance to test it alone, that would be great. But no worries if you don't.
yeah the mod seems to break in brand new save files as well
on a completely brand new save file it would load just fine but if you go to manage world and try to load the household back it would just show the error
same thing when restarting the game and trying to boot up the household
