Error with Interaction panel

I keep getting this report. I can not open the interaction panel in Sims 4. Really need help fixing this please!!

The entire file, as an attachment, is needed to interpret it. Screenshots are never enough. The TwistedMexi Discord server provides support in interpreting this file.

Won't automatically assign toddler quirks
When I age up sims to infants, the game automatically assigns 3 random quirks like normal. When I age them up to toddlers, it does not automatically assign any quirks and I have to manually add them....
