Every Greeted Sim is Dazed

How often does the bug occur? Every time (100%)
What is your current game version number? 1.103.250.1020
What expansions, game packs, and stuff packs do you have installed? All expansion packs, every game pack except Baatu and Strangerville, most stuff packs and no kits.
Steps: How can we find the bug ourselves? Starting from a household's home lot, have one sim walk to the 'neighborhood area and greet a sim outside of their own household. Every sim they talk to has the Dazed mood to start, doesn't matter if they're introducing themselves or already know each other, or the second sim is an npc/townie/from another played household.
What happens when the bug occurs? Every sim you talk to outside your household starts out with Dazed mood/moodlet.
What do you expect to see? A variety of starting emotions
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
