Fabrictor broken

How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.101.290.1230
What expansions, game packs, and stuff packs do you have installed? All EPs except horse ranch, high school and cottage living. GPs installed are jungle adventure and spa day. only SP is laundry day.
Steps: How can we find the bug ourselves? Have a sim fabricate something.
What happens when the bug occurs? Sim doesn't try to complete the action. It doesn't go into their queue.
What do you expect to see? Sim carries out action.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I have tried resetting my sim and the object, moving the object and reloading my game; all to no avail. 
I know people will recommend removing my mods, but I really don't think that's the issue - I don't have any mods that impact the fabricator or any other eco lifestyle gameplay.
