Festivals Not Spawning

@lunether Do you get a message that they should be taking place ? Are they on the info boards and your calendar ?
No messages come up when they're supposed to start. None are showing in the calendar. City living festivals don't show on info boards. The snowy escape boards just give the general message about those festivals.
