Fish Tanks Not Showing Fish/Counters Not Working Correctly

How often does the bug occur? Every time (100%)
What is your current game version number? 1.76.81.1020
What expansions, game packs, and stuff packs do you have installed? All of them
Steps: How can we find the bug ourselves? It happens every time
What happens when the bug occurs? Fish tanks not showing fish, SOME counters not working and other do of the same counter? It won't let me put anything on some of the counters and others it does when it's the exact same counter? Keeps saying something like this item isn't compatible, items like microwave but on others it goes on there. I have auto counters on.
What do you expect to see? Fish in the fish tanks, items being able to be placed on all counters.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
This has been goin on for a while, every time I either stock a fish tank or put fish in it myself they're not showing in the tank, it looks empty. Plus some counters won't let me put anything on them, when it's the same counter which makes no sense, why would some counters work and not others of the same exact counter? Also some of the coffee tables do this as well, you go to put something on them in BB and the item turns red and just sits on the floor under the table/counter and won't actually sit on top of it like it's supposed to.
