For rent can’t make rentals

My game downloaded fine, but once I’m in game it’s not letting me make the rentals? It lets my sim household select buy a residential rental but won’t let me build one on their own lot? If I select buy a residential rental and I select a new lot it doesn’t let me make more than one apartment? 

I have also noticed it comes up with two worlds in the menu? One has nothing on it and the other is the actual world? 

if I try playing as the landlord (on the already made EA lot as I can’t build one!)  it gives me no option to rent out the below apartment? And crashes if I try to look at ‘venue funds’

I have uninstalled and reinstalled the game, and I have taken mods out. (If I try playing the game without mods it crashes?!) and I have also tried repairing in via the EA app. 

Please help I’m dying to play this pack!!

    @cher_steer Do you normally play with cookbook mods? If so, try putting those back. They won't be causing this, and removing them takes extra steps. In fact, start instead with the lists at Broken/Updated Mods , and then put the full updated Mods folder in. That might be all you need here.

    @cher_steer Do you normally play with cookbook mods? If so, try putting those back. They won't be causing this, and removing them takes extra steps. In fact, start instead with the lists at Broken/Updated Mods , and then put the full updated Mods folder in. That might be all you need here.

    Thank you so so much, I had a look at what you sent me and went through my mods. I’m pretty sure it was the Basemental venue mod, which definitely makes sense because it’s a lot based mod. I thought I removed all venue type mods but this obviously missed this one.

    @manonzieme It's not only Venue Lists that can be issues for this. First, make sure a mod is causing your problem by testing vanilla: Drag the Mods folder to the desktop, delete the file called localthumbcache, open the game to test, and exit without saving.
