game clock freezes, game crashes

I'll start playing on my save, then at the same time in any household, the clock will freeze. Animations like cars and sims walking around outside the house will continue but I cannot click or make my sims do anything. When I play on any other save the game works fine. I took out all mods and custom content but the issue is still there. Tried to repair my game, still an issue. I tried to make a copy of that save file and redownload it and still the issue has not been resolved. Im currently on a generations challenge and would hate to lose my NPC's.
