Gardener not recognizing plants on rooftop

Having this issue with my latest build, as my gardener wont recognize the plants on top of my roof. No problem with my sim tending to it or harvesting, but the gardener just sends a notification that there is no work for him and then leaves, even though plants need both weeding and watering. I dont have stairs to the roof, only ladders. Help is appreciated.
