Global resolver issue

I am just trying to get my game running back to normal where I can use and also where I am able to see my tools at the bottom, I have run multiple diagnostic sims 4 test, and everything seems up to date until this new update and now I cannot figure out the problem. I try to click on the phone but it's like an empty square where it's supposed to be and then the better exceptions pops up saying it's an error in my game at first it was the turbodrive and i made sure it was the most updated one and it was still giving me a error so i removed it and now it saying Trying to use Global Resolver with type that is not supported by Global Resolver: ParticipantType.Actor), CategoryID: resolver:384
