HELP! My game is having spike glitches!

I use mods/cc and my game was working perfectly fine, even after the update. Today I played it and it was fine, however I did read somewhere that deleting your last exception files was an "Ok" thing to do, so I did it. And now my game keeps glitching weird graphics wise. I had no issues up until this point and I couldn't recover those last exception files, so I repaired the game instead. Same result. I did a factory reset. Same result. Now I'm just kind of lost on what to do, my computer is up to date, I am on Windows 10, on an HP Envy x360. Any advice/tips would be very much appreciated!!

    @DeadlyBloodRoses Remove all your mods/cc and start a new save to see if it still happens. Also make sure to delete the localthumbcache file.

    Do you have issues in any other games too ?

    So it appears to be fine in other saves, just my one save file is doing this glitch. It would suck to have to start over, but every mod/cc I use in my broken save works in a new save. Any suggestions?

    I was not able to check if it was the lot or not. I gave up on the save, sadly. It would load up to the world but it stopped loading into the family/lot. It was just a constant loading screen. I made the house on the lot they were on if that makes a difference at all! Either way, I appreciate the help! I have no idea where I went wrong though.
