Is this happening with all households or just one household? If it is happening with all households, try resetting your sims 4 folder, and testing in a new save game without putting back any of your data in the sims 4 folder and see if the issue remains.

If you did have mods or cc, have you repaired the game? Please try if you haven't already. Some mods can leave traces after they're removed.
If the repair doesn't help, or you never had mods or cc, please try the clean folder listed in the first post of this bug report:

and if that doesn't help either, look for a lastexception and provide it, as described.

I had this problem. It was caused by some of my mods. Rename your mod folder make anew mods folder and gradually move your mods back. I think it might have been a litlemissam mod but I still have a few I didn't put back.

thanks for this! for me it was removing LittleMsSam's 'faster run to university class' mod that worked!
