How do I get back the swindle interaction?

How often does the bug occur? Every time (100%)
What is your current game version number? 1.91.186.1030
What expansions, game packs, and stuff packs do you have installed? Several.....
Steps: How can we find the bug ourselves? Visit Batuu, do a large number of Scoundrel Missions, get well past Level 2, try to swindle another Sim. Cannot find interaction.
What happens when the bug occurs? Do not have Swindle interaction. Not even grayed out. Just absent.
What do you expect to see? The Swindle interaction should be available.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I cannot find the Swindle interaction. I did not use it or look for it after just two missions (didn't realize) and now... can't find it.
