How to fix for rent property management

Hello, 

I can build and buy residential rentals however when trying to "fill vacancy" the game prompts me back to my home lot and the panel states I don't own any properties, despite it showing ownership on manage worlds. I also have no animal sanctuary or anything resembling it. Instead of buying the game on origin like I have with my other games, this EP was a gift - could it be that it hasn't downloaded properly even though it seems to work fine? I have no mods or cc. 

I have tried everything I can think of and I still can't play the game - all suggestions are welcome!
