How to get tool mods to work?

I wanted to get the tool mod for my sims 4 and I followed the steps adding the Tmex-TOOL folder to my Mods folder in sims 4 and then I enabled custom content and mods and script mods then re-entered the game but when I pressed shift and T nothing happened. I watched so many tutorials but nothing worked I'm so confused.
Also, every time I open the app, I get the messaging saying Mods at the top, and under custom content and script it says Tmex-TOOL so its not a problem with my downloading.
