Make sure to test if it's happening on a new save that never had mods too.
I'll test in a new save tonight and get back to you.
I followed the directions to create a clean folder and started a new save, the issue no longer occurs in either the new save or a backup of my original one. Issue seems to be solved, no idea what caused it but the clean folder seems to have worked!
