I can't put my sims into a household

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? none
Steps: How can we find the bug ourselves? not sure if it happens to everyone but happens everytime i finish in cas
What happens when the bug occurs? when i go to put my sim in a world to get a home the worlds wont load or the plots say 'sims cant live on non-residential plots' even tho theyre empty or actual homes
What do you expect to see? the worlds load and the i can actually put my sim in a plot
