So here's a quick update on my stupid problem. Turns out I have two Sims 4 folders, one being from I think a year or two ago before I uninstalled the game and had my computer linked to OneDrive as a shortcut. The other being from when I installed the game again yesterday. I didn't even realize it till now. I moved the shortcut one and now my mods will work. Though I ain't too sure which one I need to get rid of.
