Yeah I bought City Living years ago. I bought The Sims 4 in 2017 and I initially played with no mods or cc because I didn't know about it. I started using mods around late 2019 ??
City Living was purchased before then while I was still in university. While in university, my old laptop was on its last legs so I bought a new laptop. Only I had so many issues with the new laptop (suspected problem with the motherboard) that I had several RMAs where the drive was formatted on top of me formatting several times myself. Upon every new installation, I put The Sims back on because it helped me demonstrate the degrade of performance after every format. In the end I got a refund and a brand new laptop. I play mostly on this laptop but I have a PC in my room which is sometimes used and, in addition, I have the game installed at my boyfriends house for when I visit every weekend (we sometimes play together if the day is rainy and we can't go out for walks).
I've never had access to that chair. It was happening when I first got the pack but I put it down to a glitch that would be fixed, if not via an update, but after another re-install. A million formats and installations across multiple devices later, I can safely say that the issue isn't a user error. I theorise that for whatever reason, I don't actually have access to the item at all and the game simply substitutes for the base game item, similar to how when you download a build from the gallery that uses items you don't have. I rather think that after racking up 7.7k hours in game, that I'd see the chair at the market to buy at least once.
I don't know why or what I can do about it. I searched online for somebody experiencing a similar issue, but I cannot find anybody.
So I guess my only option is to submit a bug report
