Installed sims 4 on external hard drive and I dont have a mods folder

I have instaled sims 4 on my exsternal hard drive to save some space on my pc but I have been looking for my mods folder and there is non. Do I just make a new one or do I have to try to reinstal the game?

When you start the game first time the user folders are created in Documents. not with the program files where you looked.
