Is there supposed to be a bald child hairstyle under formal in vanilla game?

Hi, Just today I noticed that there is a bald child hairstyle under formal. The hair in question doesn't have the CC symbol. Was this part of vanilla game or is it bad CC? I do have a few child CC...

its not cc.its been there at least a year thats when i first noticed it anyway. i use it for story purposes sometimes.
