Try moving your Mods folder to the Desktop and delete localthumbcache.package. Once you've done that, test the game.
If it works normally, check for updates to your mods/CC. You can then add them back a little at a time while testing until you have found all that are broken.

Yes, just be sure to add the mods back in a bit at time, so you can test the game between each batch and find which mods need to be updated or removed.
- @EA_Solaire I cant figure out which mod is broken, can I send a image of my mod folder and can you locate which one may be broken? (I used a mod updater I have.)
