KS - Decide Life Question

Has anyone been experiencing lack of friends? I've clicked on the "Decide ____'s Life" and the social was placed as "average". It's been a sim week and they have not gained a single friend. This has been the same for many of my other households as well.
Jobs have been decided, random skills have been gained, etc. Just no friends.
