larger family mod

I have the larger family mod from claudiasharon and have tex's as well, but for some reason it will not allow me to go past the 20 sim mark, I have the 25 sim family downloaded, perhaps it is counting...

the only thing is though I have 20 sims counting a baby due any time, and game will not let me split the household.
