Library showing packs not used

What expansions, game packs, and stuff packs do you have installed? All but Star Wars, Interior Design, and all the kits.
Steps: How can we find the bug ourselves? I actually don't know.
What happens when the bug occurs? When I upload a family in the gallery it shows that that family was made using packs that I did not use.
What do you expect to see? A proper display of which packs were used to make these sims.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I just made a new family from scratch, save it in my library and it shows I used some packs that I did not actually use. Then I click on "show items from the pack" and it's empty. I'm pretty sure I used only base game and Snowy Escape clothes because when choosing the clothes I used the CAS filter option. This is not the first time this kind of thing happens.

You used them on three outfits on the longish hair guy. Sleepware, hot weather and sport.
