The issue didn’t happen! It loaded completely fine.
@PinkGrime Your next step, then, is to Put back in the UserSetting.ini file and your Saves -- but copy the saves into the new folder. Don't copy the whole folder. Then load the game, reset your Options, and test in a previous save. You won't have added mods back yet. This is to see if an old save is loadable without mods in that fresh folder.
If that works, start going through Mods to update and copy back. There's a lot now in Broken/Updated Mods & CC
The save still won’t load so I think it’s done for. It let’s me load into house builds from map view an cas but once I try to enter the game to play forever loading screen.
