Hello simmers, does anyone know how I can fix this problem, it’s been going on a while when I take a males shoes off in CAS it does this and have to put shoes on every outfit for the outfits to work and today I deleted so much CC but it’s still doing it.

From the looks of it, you've a piece of CC that's causing the issue. I've had similar problems like that before and the fix is to find and remove the CC item causing it. So you need to find whatever it is and remove it from your game. The first thing you should do is start a new game with no CC or mods and take a look in CAS to see if the problem is still there. If it is, then I suggest you repair the game as something has gone wrong with the game itself. If it isn't, then the best way to find the offending CC item is to use the 50/50 method. It can take quite a bit of time and a lot of game restarts if you have a lot of CC. I gather from what you said that it only affects males so if you have your CC organized in your mods folder by gender, then I would start with checking the male clothing first. You'll probably find it fairly quickly if it is indeed a male CC item as most people usually have much less male CC than they do female CC. If you don't, then you'll have to check the female clothing too.
