Max clubs per sim

Yeah it should just be defined in tuning (via MAX_CLUBS_PER_SIM) and in GFX resources (via MAX_SIM_CLUBS). I am pretty sure there is nothing on the C++ side that is hard coding this value. It is also possible the UI art itself is limited somehow. So my guess is that your issue is somewhere on the UI side.
