Unable to open business

Guys, I have mods in my game. I’ve tried to make sure they are all up-to-date. 
I’ve been trying to open up a business since the game was released at the public and I’m unsuccessful. If I click on the cash register, just do nothing if I call on the phone. Nothing if I do it on a laptop nothing happens. Does anybody have this issue? Yes, I repaired my game. Has anybody have any no mod glitches maybe I could remove? Helpppp.
