Miss build bar is missing.

The build mode to the left of the bottom bar is completely gone. Yes, I moved Mods out and deleted the localthumbcache. I have removed Mods and restarted game. I have moved the Sims 4 folder and restarted the game so it would create a fresh folder. I have deleted mods. I have repaired the game. I have deleted the whole game and redownloaded it, not adding in the mods and the build mode is still completely gone. What else can I do?
