Missing "Serve Meals/Cook Meals"

I don't have cottage living, google told me it was an issue with cottage living but I don't own this pack.

My sims can't cook or serve breakfast.

I have no mods in my game.

I just installed the game last night.

I tried clicking on both stove and fridge.
