@Simpxly I'm assuming that the window you're speaking about is this one, called "The Scattered Panes Enbiggened", and it came with "City Living" according to the icon on the thumbnail of the window, and it's a 'tallest height' window; plus "Frost Your House Tall Double Door" below.
Edit: Please ignore my explanation below (crossed out part) as I was incorrect. Please refer to the post below that @Bluebellflora made, as she is correct. I was confused by the thumbnail looking like stained glass on the window and door in the sorts. Sorry for any confusion I caused.

Unfortunately, in my testing on the lot I am finding that:
if you use the 'City Living' sort in windows & doors, it does not come upif you use the 'tallest height' windows & door sort, it does not come upif you use the 'all' windows & doors sort, it does not come up
The only I found way to see the window and door in build mode items/windows is by using the eyedropper tool to select it, which I assume is an oversight. I will ask a few others to test this to confirm they see what I see. In the mean time, that seems to be the only way to duplicate this window and door - by copying from the ones that are on the wall, or via your library as follows:
If you want the window for another lot you could save a room to your library from within this penthouse/lot with that window and door and place it on another lot and duplicate the window and door from that room as a workaround for now. Keep in mind that you will need to have a tallest height wall to accommodate this window and/or door, though.
