Mod to stop sims from other worlds spawning?

The ony thing that I'm aware of that comes close to what you're looking for, would be Coolspear's World Sim Control set of mods that can be found at simsasylum. It's a very long read, the system is quite complex but it can result in exactly what you want in the game.
