Mods and CC Known Bugs and Issues: April 18th, 2023 Game Update

How often does the bug occur? Rarely (0% - 9%)
What is your current game version number? 1.98
What expansions, game packs, and stuff packs do you have installed? Holiday Celebration pack.
Steps: How can we find the bug ourselves? In game library.
What happens when the bug occurs? My library does not work at all.
What do you expect to see? When pressing the library button all I see in all tabs is whole row of w's.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. I removed all my tray files and it still occurs.

All i see is a full row of w's. After clicking the library button multiple times, I am unable to open library tab again.
