Mods and other issues

I recently downloaded Examsoft for school, after doing so my computer was completely changed from settings to background. This download stopped me from opening the sims and other apps on my computer. I was only able to fix this issue by running that app as admin and then a few things went back to normal. I somewhat had that issue fix then I went to open my sims 4 is would open but only in the background. so i uninstalled the game from my computer and my external hard drive.  I reinstalled the game and redownloaded my mods. The game did open as normal but now I have a blue and yellow shield  on the sims logo on my desktop screen. All of my save files are gone I'm sure there is no way to get them back, but once the game started the pop up came up letting me know that my mods are in the game, but once I created a sim and  picked the a household none of the mods are working. I know they are installed correctly and up to date since I redownloaded them just be sure. 

I have read the other forms and followed the directions but nothing is working. Also I have repaired the game a few times still not working. Please Help
