My child sims have no relationship with their parents and pie chart menu is gone

What is your current game version number? I have the Steam version, so whatever there today, 12th Sep '21
What expansions, game packs, and stuff packs do you have installed? Seasons, Cottage Living, City Living, Island Living, Cats and dogs, Paranormal stuff, Nifty knitting stuff, my first pet stuff, Parenthood, Vampires, Outdoor retreat, Romantic garden stuff, Holiday celebration pack.
What happens when the bug occurs? The babies start with no relationship points with the parents and no matter how much they interact (as babies or later) the bar doesn't fill up and when I press a sim to interact with only 2 options from the parenthood pack appear and nothing else.
What do you expect to see? Parents should start with at least friends with the children and be able to grow their relationship and there should be introduction options when clicking unknown sims.

I have removed all my mods and the issue is still there. The pie chart menu is mostly gone when I try and interact with other sims (only showing mccc and a couple options from the parenthood pack). And when my sim has a child she has no relationship with them, and they don't appear in the relationship menu at the bottom right of the screen, however my parent sim's family does have a relationship with the child/baby. I have tried to cheat the relationship in game and use mccc to cheat it as well but nothing works. In create-a-sim they recognise each other as parent and child but they still have no relationship.
