Hi @777christine_ Mods showing up in old saves but not new ones is on the special side! There are a couple of possible issues here, depending on the type of mod.
If you have things like CC hair mods seeming to work in an old save but not a new one and you actually deleted those files, your issue may be because the localthumbcache file wasn't deleted from Documents > Electronic Arts > The Sims 4. This file is holding "memory" of what's in your Mods folder to save the game from re-checking things there. If you didn't delete that file when you deleted CC, your old Saves might still "think" the CC is available.
If you're using gameplay mods, you may need to do something in game to activate them, and you've not done that in your new saves yet. (It's easy to forget if you were playing with those mods for a long time! I recently went through this on a new save too.) Check the instructions for gameplay mods you aren't seeing in game.
If these two things don't help, please come back! There are other possibilities, but these cover the most likely cases.

@777christine_ It's always a good idea to keep up on updates, but that should affect having a gameplay mod show up in some saves but not others. Still, do that for a start - make sure to delete the localthumbcache file when you do. Let me know if that's helped anything show up. If not, we can look at other approaches.
