Just checking -- but after you made the changes (bypass culling "true") did you restart the game? I'm pretty sure those settings are the ones that once you change them, you have to do a restart. Also, not sure if it matters for culling, but you might need the "population_usecustom" set to true, also. Edit: it does matter, so you might want to double check that it's set to true. It should be set to true by default, but just in case!
If neither of those help, I'm sure there are other things to check, too!

Yes, I did restart the game after fixing the settings (there was a message that said I would have to restart in order for it to work).
I checked all the settings again now, and they're as you've listed them. I don't use logging, so haven't changed anything there.
It should be working, but it isn't. At this rate I'll have to wait for EA to fix the problem, which means I probably won't be able to play for a ... long time. So this is kind of frustrating!
Edit: Reinstalling the mod, to see if that fixes it.
