Needs panel and actions queue completely blank?

I found out it was a mod that I had for vampires that have not been updated yet. At least, that is what I think it is. After I removed it, the needs panel and action queue came back. However, I did not play for an extended period of time to see if the problem returned. If the problem persists and I figure it out I will post it here in case someone else has the issue.
