"No Random" will block ALL sims from spawning for those jobs. In order for them to populate, you will need to assign them jobs yourself.
I thought it blocked the game from creating new spellcasters to fill the roles and I had plenty of townies and sims in houses that were spellcasters. It is odd, because the mod used to work fine for me. Well, good to know, thank you.
