I've been having problems with odd job and freelancer gigs not showing up in my game and after struggling with my mods for hours I was able to narrow the issue down to Unlisted Phone Numbers, a mod created by Scumbumbo. After taking it out and jumping through hoops the odd jobs and gigs appeared once again.
But there's more to it than that. The mod itself isn't broken and technically "works." The spoiler contains a lot of my ramblings as to the possible reason why it was breaking odd jobs. I'm leaving this in the thread on the off chance someone else experiences or is experiencing the same issue with the mod.

Here's the thing. The mod has been giving me last exceptions for weeks, and I brushed it off because I get LEs all the time - that was until I noticed a problem with odd jobs and gigs. In the process of trying to fix it there occurred a couple breaks in the odd jobs UI. The UI moved to the bottom right of my screen, most of the job offers were covered/blank, and you couldn't select anything. Note, this didn't happen during all my tests. But when it did the whole UI screen just looked wonky and a yellow horizontal line would appear when I tried freelancer gigs right after.
Now the mod itself DOES work. I tested it with a number of my other mods together, it's just when I had the whole folder in things would break. This made me believe that UPN was conflicting with another one of my mods, but I was so unsure about it all because I didn't believe I had another mod in akin to restricting phone calls. A recent last exception text document showed that there was an issue with NPC invites to go dancing at the Chalet and NPC invites to bar nights, but being that those are game mechanics it didn't help me pinpoint the conflicting mod. Now I'm in no way or shape a programmer or skilled at understanding codes, but the text file also identified a script file relating to UPN, along with the other exceptions. So perhaps a mod that modifies the tuning of NPC calls wasn't meshing well with UPN's way of limiting calls to sims of the player's choice. The only other mod that I have that affects NPC calls is KawaiiStacie's Slice of Life Mod, particularly the NPC Popup text package file. I haven't tested whether having it in as well as the UPN mod causes the same issue. Though I noticed that with UPN out the NPC texts occurred more often.
Anyways, all the mods mentioned DO work on their own, and although I'm not 100% about what conflicted, what is true was that something wasn't jelling with the Unlisted Phone Numbers mod and caused serious UI breakages.
I played a couple sim days with all my mods in except UPN and everything was working fine again. I know the developers recently did something to change the frequency of certain calls so I'm thinking that might have done something to start this. Okay that's enough of my rambling and speculation. I'm just glad my game is back to normal. I was pulling out my hair.
UPDATE: I received an odd job UI break after installing the latest version of Srsly's Complete Cooking Overhaul. I know instructions were to delete old versions of certain items before installing, but I have so many households with the add-on ingredients in their fridges that going in and deleting seemed too daunting so I just updated. Of course I got an LE which had this line: Error #1009: Cannot access a property or method of a null object reference. . And of course freelancer gigs broke again too. Thankfully I remembered not to save, took out the mod completely and played for a good hour without anymore breaks. There was an LE but it didn't cause any of the mentioned issues.
Conclusion and future steps: The mods themselves are fine, but mod conflicts suck, especially when you can't located what it is that's conflicting. I will have to go through each household and play without the Cooking Overhaul mod. Then once all the fridges are cleared I'll update and HOPE nothing else goes wrong. ;~;
