@crinrict I'm so sorry. It turns out my female Sim is only interested in male and not romantically exploring. The NPC I was talking about is all female! I forget that I changed my Sim sexual orientation at some point, I usually just leave them as they are. I'm guessing those two romantic options are normal when straight Sim is interacting with the same gender.
