Issues with Dropping CC Lots

I keep getting the Message <Items> Removed because CC is missing or items not owned. This is for any CC Lot. I have repaired the game, cleared cache and verified all packs are seen by TS4. I don't have problems with CAS CC or placing rooms. Just lots. All lots same message with varying quantities of "missing files". Is there an issue with my Tray Folder perhaps not loading the items???
