What do you expect to see? Be able to upgraded the toilet

Steps: How can we find the bug ourselves? It's on the bottom floor toilet.
What happens when the bug occurs? I'm unable to click the non upgraded button to make it less dirty.
What do you expect to see? I expect to be able to click the upgrade to be able to add the upgrade so that way the toilet doesn't get dirty too much but Instead iam unable to click it.
