I have been experiencing the same problem. Some of my werewolves, but not all of them, refuse to be romanced. It’s happened in two different saves.
in my current save, one couple, both werewolves, are totally fine. But another couple, also both werewolves, always reject romantic socials. They’re best friends and fated mates, in a flirty mood, and having a pleasant conversation, but even the most basic romantic social, like complement appearance, always fails. It doesn’t matter if they’re in human or werewolf form. They only romance social that succeeded was “ask if single”, which was how they became fated mates.
A weird thing about whatever is going on here: the romance bar doesn’t go down when the social fails, the friendship bar does. So their romance bar is still about a quarter full despite all the awkwardness.
