Fixed! yes it was a mod after all I have a ton of them I should have tested that first sorry. I narrowed it down to Crilenders CAS unlocks that needed updating, in case anyone's having similar issues

Game Version 1.90.358.1030 btw

    But if it was a mod, then I'm glad you found the culprit.
