I have the same problem. Possibly relevant: my teen sim has a Promised relationship with Kiyoshi Ito (also a teen), having moved beyond girlfriend/boyfriend, and it seems that the Promised pair, unlike spouses, don't count as fulfilling the Girlfriend/Boyfriend requirement for Amore Amateur, the first step of the Soulmate aspiration.

Edit: I believe it went boyfriend-girlfriend to promised, but I did not have the Soulmate of Serial Romantic aspirations active before the transition to Promised.

Edit 2: After aging up and proposing to Kiyoshi, I completed the Amore Amateur milestone.
